Brightly directed by Emma Rice in its American premiere at Berkeley Repertory Theatre, “Tips” is an effervescent holiday treat, even if it’s not nearly as deep or thrilling as past Kneehigh productions. Based on the book by Michael Morpurgo, who wrote another famous tale of an animal lost on the battlefield, “War Horse,” this is a yarn about precocious 12-year-old Lily (an ebullient Katy Owen) whose naughty cat Tips goes off gallivanting and won’t come home.
